The series of letter bombs which found its first victims in 1993 started a conflagration of unease and fear. Socially committed people, politcally liberal-minded ones and members of minorities were the targets of the ten first destructive letters. When the first letter bombs appeared in 1993 the question of "Foreigners" was being politically exploited at the time and in the countries of the former GDR Molotov cocktails were being thrown at the homes of asylum-seekers. No wonder therefore that even today, ten years after the arrest of Franz Fuchs, the letter-bomber, critical observers of the case do not believe all this was the work of a single perpetrator but rather that of an ultra right-wing extremist network.
